Purpose of UP Population Control Bill

The purpose of this bill is very clear, the government wants to slow down the population growth for implementation of policies and public funds. The chief minister himself tweeted that increasing population is the “root cause” of many major problems including inequality.

What are the rules and regulations of the UP two child policy?

On the first look, the rules and regulations are looking visionary as well as revolutionary. Let’s take a look at the point which this policy actually proposes.

According to the bill, there will be no govt. Jobs or subsidies for those with more than 2 children.
People having more than 2 children will not be allowed to take part in the local body election. Apart from this, they will be debarred from applying for government jobs or getting any subsidy from the government. The bill also stops promotions of all those people who have more than 2 children.

Women government employees having small families can get 12 months maternity leave with full salary.
Small families will also a get soft loan for construction at a low-interest rate.
Rebate will also be given to small families in stamp duties at the time of purchasing any land or building through DA or housing board.

Those who have only a daughter will get an amount of Rs. 100000/- through this policy.
Similarly, those who have only a son will get an amount of Rs. 80000/- through this policy.
Along with this, the health facility will be made available for free to small families.
According to this bill, a person with a small family will get an increase of 3% in the pension policy by the Employee Fund Contribution.

विधेयक के अनुसार, 2 से अधिक बच्चों वाले लोगों के लिए कोई सरकारी नौकरी या सब्सिडी नहीं होगी।
2 से अधिक बच्चे वाले लोगों को स्थानीय निकाय चुनाव में भाग लेने की अनुमति नहीं दी जाएगी। इसके अलावा, उन्हें सरकारी नौकरियों के लिए आवेदन करने या सरकार से कोई सब्सिडी प्राप्त करने से रोक दिया जाएगा। यह सारी जानकारी राज्य विधि आयोग की वेबसाइट पर उपलब्ध जनसंख्या नियंत्रण विधेयक के मसौदे में उल्लिखित है।

बिल उन सभी लोगों के प्रमोशन पर भी रोक लगाता है जिनके 2 से ज्यादा बच्चे हैं।

विधेयक के अनुसार एक राशन कार्ड में सदस्यों (इकाई) की अधिकतम संख्या 4 निर्धारित की गई है।
जो लोग सरकारी कर्मचारी नहीं हैं, लेकिन यूपी टू चाइल्ड पॉलिसी के नियमों का पालन करते हैं, उन्हें हाउस टैक्स, होम लोन और बिजली बिल में छूट के मामले में प्रोत्साहन मिलेगा।

यदि आपके केवल एक ही बच्चा है तो सरकार आपको सरकारी योजनाओं में सर्वोच्च प्राथमिकता पर रखेगी और आपको पैसे के मामले में प्रोत्साहन भी देगी।
इस पॉलिसी के तहत छोटे परिवारों को बीमा कवर मिलेगा।
जिनकी केवल एक बेटी है उन्हें इस पॉलिसी के माध्यम से 100000 रुपये की राशि मिलेगी।
इसी तरह, जिनके केवल एक बेटा है, उन्हें इस पॉलिसी के माध्यम से 80000 रुपये की राशि मिलेगी
इसके साथ ही छोटे परिवारों को स्वास्थ्य सुविधा मुफ्त में उपलब्ध कराई जाएगी।
इस विधेयक के अनुसार छोटे परिवार वाले व्यक्ति को कर्मचारी निधि अंशदान से पेंशन नीति में 3% की वृद्धि मिलेगी।
